To be eligible you must satisfy 3 criteria

The member is granted a removal to a new housing benefit location.

They are the member’s resident family
The child changes school with the new housing benefit location

The new school teacher must provide support that to the following:
The child has not reached, or is unlikely to maintain, a sufficient standard
The school does not offer a subject that is critical for the educational progress or career choice. For example, if a child needed engineering in year 12, but the new school did not teach this subject.
The child is academically gifted and needs a special education program
